The best local example of this was when Supervisor Gavin Newsom introduced the Care Not Cash measure in 2002 and won the mayor\u2019s race a year later. \u201cGavin wasn\u2019t as prolific a legislator as others,\u201d recalls his campaign manager, Jim Ross. \u201cBut every voter knew he was working on stuff, because every election he\u2019d have a measure on the ballot.\u201d I<strong>f not for Care Not Cash, \u201cGavin would not have been mayor,\u201d<\/strong> notes one of his political contemporaries. \u201cThe big thing is, on ballot measures, there\u2019s no contribution limit.
